SALFO in Joint Venture with Steer Davies & Gleave and NAMA acted as the State's Technical Consultant for the Greek Highway PPPs Programme. The Programme concerns the construction of 741 km of new motorway segments and the upgrading of 1.400 km of existing segments. Its value was estimated at over 7 billion Euros. The Programme includes 6 major contract packages, five interurban motorways and a new urban motorway, namely the extension of the existing Attiki Odos motorway, which connects Athens city with the new Athens Airport.
SALFO's scope of services included traffic surveys (origin–destination roadside interviews at 80 sites during typical and summer periods, weekly automatic counts at 150 sites for 12 months and turning movement counts at 30 intersections during typical and summer periods), national and local traffic modeling using SATURN software, toll strategy development, traffic volume and toll revenue forecasts and assistance to the Client during the concession contracts tendering and negotiation process with potential concessionaires.
